The IsScriptedBot(ctx.From) forwards in JudgeHandler/TurnStartHandler/TurnEndHandler and the 'if Type==Scripted' raw-forward only ever fired for ScriptedBotParticipant emissions; NoOpBot (Bot mode) never emits, so they are dead.
