feat(bootstrap): ArenaTwoPickRewardImporter + tests

Idempotent upsert importer for arena-two-pick-rewards.json; 2 NUnit tests
(16-row load + idempotency). Wired into Program.cs globals pipeline after
ArenaSeasonImporter.
